2003 - 2004, head of the executive committee and election campaign office of the “UNITED RUSSIA Voronezh branch, and at the same time was in charge of the RODINA Bloc office (MOTHERLAND).

2004 – 2006, deputy chief of RODINA Party group office, State Duma of the 4th convocation, then “SPRAVEDLIVAYA ROSSIYA” (Fair Russia), when RODINA Party, Party of Pensioners, and ZHYZN’ (Life) Party merged with it.

In 2006-2007, participated in preparatory work for establishing GREAT RUSSIA Party under the leadership of Dmitriy Rogozin. Having left the FAIR RUSSIA Party, in the parliamentary elections of 2007, he was included in the list of the PATRIOTS OF RUSSIA Party candidates from the Voronezh Region, but the party failed to overcome the 7% vote threshold established by law.

In September 2011, was elected chairman of the All-Russian Public organization “MOTHERLAND - Congress of Russian Communities”.

In 2011, was elected a member of the State Duma, the 6th convocation, according to the results of the primaries from the All-Russian People’s Front on the party lists of the UNITED RUSSIA All-Russian Political Party from the Voronezh Region. In the State Duma, he became a member of the defense committee.

On September 29, 2012, at the founding congress of the RODINA Party Organizing Committee, he was elected its chairman, though kept his membership in the UNITED RUSSIA group in the State Duma. The party was restored at the base of the All-Russian Public and Political organization “MOTHERLAND - Congress of Russian Communities” which became also the base for establishing “Special Purpose Volunteer Movement” (DON), with Zhuravliov being appointed its Presidium chairman and secretary.

In 2016, he was elected Member of the State Duma, the 7th convocation, the 89th single mandate Anninsk constituency (Voronezh Region). He did not join any group in the State Duma. Member of the State Duma Committee for Defense.

In 2021, he was elected Member of the State Duma, the 8th convocation, the 117th single mandate Tambov constituency.

On October 11, 2021, he joined the LDPR group.
